Über die soziale Sicherung in Norwegen

Die Strategie Europa 2020 legt als eines der Hauptziele die Verringerung der Zahl der von Armut und sozialer Ausgrenzung bedrohten Personen in der EU fest vgl. eurostat Statistics Explained (2018). Dies wird vor allem in politischen Handlungen rund um die bedarfsorientierte Mindestsicherung in Österreich bemerkbar und zeigt den Bedarf an internationalen Alternativen zum österreichischen System auf. Diese Arbeit beschäftigt sich mit der konkreten Ausführung der norwegischen Sozialleistungen sowie den damit verbundenen Schwierigkeiten und Kritiken. Sowohl die Sosialhjelp als auch das Arbeidsavklaringspenger weisen starke Defizite in der praktischen Durchführung auf. Diese beziehen sich vor allem auf die Maßnahme der Arbeidsoppgaver sowie die Koordination von Klient*Innen und die Finanzierung und Auszahlung der Leistungen. Auch die Zusammenarbeit zwischen NAV Staat und NAV Kommune gestaltet sich schwierig. Dennoch besteht ein großer Bedarf an Unterstützung seitens der Bevölkerung, welche die Aufteilung der Sozialleistungen als sinnvoll erachtet. Nachfolgend sollen diese Überlegungen genauer ausgeführt werden.

One of the Europe 2020 strategies aims is to reduce the number of people being affected by poverty and social exclusion in the EU vgl. eurostat Statistics Explained (2018). This is particularly noticeable in political actions about the needs-based minimum benefit system in Austria and shows the need for international alternatives to the Austrian system. This thesis deals with the concrete performance of the Norwegian social contributions as well as the associated difficulties and criticisms. Both the Sosialhjelp and the Arbeidsavklaringspenger show grave deficits in the practical implementation. These relate mainly to the method of the Arbeidsoppgaver as well as the coordination of clients and the financing and payment of benefits. Also, the cooperation between NAV state and NAV municipality appears to be difficult. Nevertheless, there is a great need of support by the population, which considers the distribution of social contribution as useful. In the following, these considerations will be explained in more detail.
