Möglichkeiten der Mitgestaltung im gemeinnützigen Trainingsprojekts Baharat des Wiener Hilfswerks

Die Partizipation geflüchteter Menschen im Ankunftsland (Österreich) ist bürokratisch und gesamtgesellschaftlich eingeschränkt. Am konkreten Beispiel einer Ausbildung, zu welcher die Teilnehmer*innen vom österreichischen Arbeitsmarkt Service (AMS) zwangsverpflichtet werden, wurde untersucht, inwieweit Partizipation auch in einem Zwangskontext ermöglicht werden kann. Dazu wurden die Methoden der teilnehmenden Beobachtung und vier Leitfadeninterviews mit drei Teilnehmer*innen und einer Verantwortlichen für die gegenständliche Ausbildung durchgeführt und ausgewertet. Anhand der Ergebnisse wurde der bestehende Partizipationsgrad ermittelt und daraus Schlussfolgerungen gezogen. Eine zentrale Erkenntnis der vorliegenden Arbeit ist, dass Partizipation auf verschiedenen Ebenen ermöglicht werden kann und Empowerment auch aus einem Zwangskontext erwachsen kann.

The participation of refugees in the receiving country (Austria) is hindered by bureaucracy and societal barriers. The subject of this thesis is a work training, which the participants are conscripted to by the Austrian labor bureau (AMS). The question at hand is if participation can be achieved in a restrained situation. To investigate this matter the methods of participant observation and four semi-structured interviews with three training participants and the responsible person for the education were carried out and the results interpreted. The results show that even in a conscripted context participation on certain levels is possible if enabled by the responsible persons on the different levels. Furthermore, empowerment can be facilitated even in constrained situations if promoted by the members of the organization with the necessary means.
